The Center for Agrarian Studies and Farmers' Human Rights (PUSKAHAP), Faculty of Social and Political Sciences, Universitas Sumatera Utara (FISIP USU), organized a public discussion entitled “Monitoring the Draft Law on Employment Protection” at the FISIP USU Hall, Medan, on Tuesday (September 29, 2026). The discussion was held to monitor the formulation of a new law as a follow-up to Constitutional Court (MK) Decision Number 168/PUU-XXI/2023, which mandated a completion deadline of no later than two years from the issuance of the decision. The event brought together speakers from the DPR-RI, the Ministry of Manpower, academics, and a coalition of labor unions to discuss strategic steps in formulating regulations that can accommodate current employment needs.

In their presentations, the DPR-RI and the Ministry of Manpower emphasized their commitment to absorbing the aspirations of all stakeholders in order to create a balance between worker protection, business certainty, and the role of the state. The proposed Draft Law consists of 20 chapters and 264 articles and seeks to address new challenges such as the protection of digital platform workers, informal sector workers, the regulation of outsourcing, wage formulas, and social security. Meanwhile, academics and representatives of the Coalition of Labor Unions – Labor Party (KSP-PB) emphasized the importance of eliminating discriminatory treatment or “walls of exclusion” against groups of workers outside companies, such as educators and medical personnel, and urged that the Draft Law be enacted no later than the deadline of October 31, 2026, in order to realize an inclusive and equitable employment system.
