The Faculty of Social and Political Sciences (FISIP) at Universitas Sumatera Utara (USU) has officially extended its Cooperation Agreement (PKS) with the Indonesian Broadcasting Commission (KPI) Central for the implementation of the Television Broadcast Program Quality Index Research 2023. The agreement was signed on March 20, 2022, at Hotel Santika Premiere ICE BSD City, Jakarta.

This initiative is part of KPI Central's partnership program with 12 state universities (PTN) in Indonesia. In addition to Universitas Sumatera Utara (USU), the collaboration includes Universitas Padjadjaran (UNPAD), Universitas Hasanuddin (UNHAS), Universitas Diponegoro (UNDIP), UIN Sunan Kalijaga (UINSUKA) Yogyakarta, Universitas Negeri Surabaya (UNESA), Universitas Udayana, Universitas Lambung Mangkurat (ULM), Universitas Tanjungpura, Universitas Andalas (UNAND), Universitas Pattimura, and Universitas Pembangunan Nasional (UPN) Veteran Jakarta.

The Television Broadcast Program Quality Index Research is a national priority program under the 2020-2024 Medium-Term National Development Plan (RPJMN). The primary goal of this research is to enhance the broadcasting function so that it serves as a valuable source of information and entertainment for the public.

The Television Broadcast Quality Index is a monitoring mechanism for television broadcasting institutions. The research findings are expected to serve as a benchmark for broadcast quality for television stations, ensuring that they not only focus on entertainment but also fulfill an educational role.

This research involves eight expert informants from North Sumatra with backgrounds in media expertise, academia, media monitoring, and media practice. These experts will assess the quality of broadcast programs selected as research samples. The program categories to be evaluated include cultural programs, Religious Programs, Infotainment Programs, News Programs, Soap Operas, Children's Programs, and Talk Shows.
